This has worked for me on a few different spreadsheets with files in different drives and it is the best solution I could find so far, through trial and error. Name the PDF file and select the destination to download the PDF file to and then click Save to download and save the PDF file locally. I've found that I have to grant permission to the parent folder (in a roundabout way) that the files I'm trying to link to are in in order for my hyperlinks to work.
